I’m trying to remember what duck had tits. Didn’t disney draw most of its animal characters pretty animal like, just talking? Mickey and goofy were pretty bipedal, but donald and daisy were both super duck like in the body, just with arms… and all of them were as flat as ironing boards, if I’m picturing my childhood movies.

Head canon is always that the furries you see in other depictions are long time descendants of modified humans. So you’re not actually seeing the lizard folk having boobs, you’re seeing a great ape that has been mocked up to have scaly skin having ze mammaries.
