Has your public IP-Address maybe changed? Verify its the same as in the DNS records (curl ifconfig.me).
Are you trying to access the external domain from inside your network or from outside (i.e. phone or something) ?

If you use luks, you can just add dropbear to have a ssh-server running and enter your password there.
Unfortunately I can’t use their product, but if I could I would in a heartbeat.
I’ve read so many good things from other people, they are very open and active on their website (https://blog.init7.net/de/) and in the networking community.
Of course 25G is an insane Speed for a residential (!) connection but having is better than needing :)
Also if you buy a 25G you will have to deal with a more advanced router, which has a 25G interface, I belive on their website they recommend Mikrotik which is nowhere near as easy to setup as Your Fritzbox or Netgear Router.
Let us know how it goess
Regarding the ASRock Paul, theres a lenghty discussion on the Level1 Tech Forums: https://forum.level1techs.com/t/asrock-rack-introduces-the-paul-an-ipmi-pcie-card/162977/74?page=6
I mean thats a pretty shit discription in the MB manual, thank your for providing all necessary information and giving a clear problem.
As others have said, what are you trying to detect here? Unless its all just for fun/testing
I would just run wireshark/tcpdump, ideally on the switchport or if possibel between switch and tv. Maybe you have a spare computer w two ports which you can bridge and then inspect traffic
