They have the ability to do it too, between Flock and ShadowDragon in theory they have the technology to not only predict how someone will vote but be able to track them both online and in-person. Truely chilling which I’m assuming is the intended effect.

They want control over mail in ballots. Further allegedly they plan to allow a “bad” ballot to be considered to somehow contaminate a batch, so they can strategically invalidate whole batches of legitimate ballots over one minor mistake in a single ballot. Selective enforcement.
So you severely damage mail in voters and they have to view in person if they want it to count. Now they have a much better idea of where the concentration of opposition voters will be. Oh look, convenient “immigration” enforcement activity around key polling locations, just happens they have to be milling about with guns drawn while people would be trying to vote. Also those brown voters look like immigrants, better detain them…
