Since the holidays are coming up, I was wondering if Apple makes discounts on their gift cards around this time of year since I was really hoping to go on a shopping spree on Apple TV.

No. You might find cards with a small discount at wholesale club stores like Sam’s Club.
The ATV is already cheap so you might see a small discount at Amazon or such but not too much.
Apple almost never do discount directly. But most retailer do discount Apple gift card by 10-20% sometime
