Thats how it should always be. We shouldn’t allow slumlords. Tenants should all own building that they live in. And maintain it directly. It would drastically lower the cost of rent etc. To cover repairs directly and not have to serve as a slush fund for a wealthy slum lord that has no interest in maintaining their residence properly.
