    If he controlls all of the money, that’s pretty much the same as being ruler is it not?

      In Germany, the minister of finances is officially #2 right after the chancellor. So he’s stands above all the other ministers.

        That’s just not true. There is a vice chancellor. Maybe more like #3. But they can be the same person, just not the case atm.

          Ah yes, I forgot. Officialy the VC is #2. Yet, the vice chancellor is the deputy of the chancellor and has no extra competence on his own (unless the chancellor is out of function inhibited) that would make him prominent to the other ministers.
