statistically - the two most successful QBs in Bears history were Eric Kramer and Jay Cutler - both of whom had RON TURNER as their offensive coordinator in their best seasons. He also coached rookie Kyle Orton to a 10-5 record.
Talk about “development” all you want, but in the end it always comes down to the play calling and the Bears have had horrid luck with OCs for a majority of the nineties, noughties, teens and twenties. A good coordinator that knows his personnel and how to get the best of them will always trump a QB, no matter their experience level.
