Reading the comments, it seems like they may have been able to run the AC but didn’t for some odd reason. Fuel savings? Policy? Broken equipment? It’ll be interesting to see what develops.
I work for said airline as a mechanic. Unless the APU was on MEL, they should have absolutely ran the APU for air. I don’t know which aircraft type this happened on but majority if not all can run Packs on APU.

Airplanes don’t have conventional air conditioning. The best they can do is pump in more hot air.
