It could be an innocent’s person finger.
It’s not too fantastic to think that a person was kidnapped by people with masks (or drugged at a bar or something), then they chopped their finger.

Of course that also could be that due to him having that condition maybe somebody tricked him into doing it and it wasn’t his all his own idea.
Oh okay! I had missed that piece of info. Awful either way.
They should have tattooed their name and address on the finger and saved investigators a trip to the lab.
