Is it worth for 796$? I am currently here in Qatar and thinking replacing my iphone SE 2nd gen as back up phone. Or it’s still expensive?

Check on iphone market in Qatar, compare the prices from (let’s say) 14 or 15 to 13 mini. If 14 or 15 far more expensive, like $1000, then 13 mini is still worth it.
