The 13 inch M2 MacBook Pro was discontinued and this seems like a replacement for it. There are at least two types of people this model is for and they might overlap: those who want a MBP just for the name but don’t want for spend $2K on it, and those who are fine with an M1 rather than an M1 Pro, as well as the 8 and 256GB configuration. And those who want the features of the MBP, like the 120Hz XDR screen (the MacBook Airs are only 60Hz) extra ports, especially the SD card slot and HDMI.
