This is just hyperbole. To say we need 20 new starters to be competitive is laughable.
We have an average WR room, RB room, and TE room. Our OL has 3 very good players, 2 okay, and 2 terrible who all mix in and out.
We have a top LB room, average secondary, and bottom tier DL with some raw potential (prior to Sweat).
We also have a bottom 3 coaching staff in the league.
