      It was built into the bill. From the article:

      The law required another affirmative vote from the legislature before implementation, but lawmakers never voted on the measure.

        But why? Why would you write into a bill that passing the bill isn’t really passing the bill and that it needs to be passed again to pass for realsies that time?

        Was it was designed to fail? That’s such an utterly fucking pointless and stupid thing to do otherwise.
