That seems shady as hell, why can’t they own their own?
It doesn’t really say but I suspect it’s to prevent people who live in the dorms from bringing in some garbage with a sketchy battery that is more likely to cause a fire.
I do agree the practice of forcing people to use your vendors is sketchy but apparently it only applies to people who live on campus (still though).
