Hi everyone, I’m trying to build a computer with the ASRock B650E Taichi and 7950x3d for first time. Issue is that the computer will not post. What I am seeing:
Upon plugging in power supply, mother board lights up Upon powering system on, cpu tower and case fans spin, ram LEDs are on, but no signal to the monitor. I have the monitor HDMI cable plugged into the motherboard HDMI (currently I have removed GPU to try to isolate problem). The motherboard error display shows a static “00” when system is on, doesn’t flash, doesn’t change at all. Motherboard has never made a sound, like a beep or anything
What I have tried to fix the problem:
- Downloaded latest BIOS (version 1.24) and flashed bios per motherboard manual, flashing appears to complete successfully (LED stops blinking per manual), tried this a few times now
- Reseated RAM, confirmed that it ‘clicked’ into place
- Tried clearing CMOS using a pair of scissors across the jumper pins. The manual was not clear on how this was supposed to work, but I unplugged the PSU, completed the circuit across the pins, and pressed the clear CMOS button for awhile. I couldn’t tell if this did anything though.
- Tried system with and without GPU, and running monitor from both Display Port and HDMI out of GPU, no difference
- Took off CPU tower, checked CPU pins in the socket (all looked fine, no evidence of bent pins), reseated CPU and CPU tower
- For the CPU cables to PSU, I have the cables linked to the PSU with the “PSU” label on the connectors plugged into the CPU section of the PSU
- Reseated the CPU <> PSU cables on both the PSU and motherboard
- Wore a static bracelet while building computer
The motherboard manual doesn’t mention an error code “00”, but various forums online say this is a cpu problem. I ended up doing an RMA for the CPU, was sent a new one, and I’m getting the same problems as above with the new CPU.
What else can I try to fix this? Is there anything I’m overlooking?
Ah that’s super frustrating. Until someone with a better suggestion comes along, and to bump this post, I wanted to suggest a couple basic, quick things I didn’t see you mention. I know forums are saying 00 is a CPU error but I’ve also heard that when I was troubleshooting in the past and it turned out not to be CPU related.
Have you tried booting with just a single stick of ram, tested once with each stick to rule that out?
Have you confirmed that the monitor does work with another computer? I don’t know if this is a first build or a replacement for you.
If you can’t figure it out, when I have been completely stumped by similar problems in the past it turns out to be the motherboard. That was actually the case for my most precious new build with the 3900x. Just could not get it to post for the life of me. Swapped the motherboards and it booted first try.

Thanks! The monitor works with two other laptops I’ve tried (HDMI) and I’ve plugged the monitor into both the motherboard HDMI and the GPU HDMI and DisplayPort.
I tried using one dimm of ram in the correct slot (per manual). That initially didn’t work (same effect as before). I then reinstalled the second dimm and now the computer won’t start at all. The motherboard LEDs light up before I press power button, but upon pressing power button, the fans start to spin for a second and then they shut off.
Tried everything to correct this:
- reseated ram twice (it clicks)
- double checked all cable connections on motherboard and on power supply
I’m at a loss. It’s like every single thing could be broken simultaneously.
Actually, when I try to turn on the computer, the power supply sort of ‘chirps’ for a fraction of a second. It’s been doing this all along I think, but maybe all this can be explained by power supply?
What type of CPU cooling are you using? Have you checked the connection to the CPU fan?
I’m using an air cooler, peerless assassin. Yeah, it’s hooked up, the fans spin.
Not to state to the obvious but have you double checked your CPU is supported by the motherboard?
You can already tell from the names that it is.
