Until public schools in America are funded evenly and without dependence on how much tax base the surrounding community generates, it will never be merit based.
Only because you misunderstand what merit is. Merit isn’t some measure of intrinsic abilities, a thought experiment of what would we get if every kid had the same schooling. It is a measure of what they are as they are.
Additionally, all schools funded equally would be a disaster so be glad that will never happen.
