There was a clarification done more recently that helps explain. The Wikipedia page explains it.
Basically: just casually swearing? No. Cursing out a person in their face, causing severe anguish and/or a public disturbance? To the point where it might be described by bystanders as verbal assault? Yeah, that’s illegal.

While I think it sounds funny, it’s definitely cruel. People visiting a cemetery have enough to deal with without having their pain being mocked.

The term graveyard is often used interchangeably with cemetery, but a graveyard primarily refers to a burial ground within a churchyard.
Mostly no difference, what I got is a graveyard is a cemetery but a cemetery may not be graveyard.
