I thought he was setting a charge (orange box) next to the mine but then it looks like he tries to insert a fuse into the mine?
Not sure about their EOD techniques, but I’m assuming he was trying to pull back a cover to possibly hardwire the orange box to the mine’s ordinance to bypass the mine’s fuse/s. It looks to have been booby trapped though.
