All I am relying on is my personal experience with Big Macs, which used to be a lot. These new ones are not as thick as they used to be. Different beef cooks differently, different fat percentages for example. Also, I guarantee all those frozen patties do not weigh the same. Even if they can convince regulators that they average out to the advertised weight.
