the best cover up would be to use russian nukes vs russia. imagine the confusion. they are probably easy to bribe and probably also lost a bunch already (as did multiple nations)

It would better be used to as a security guarantee for Ukraine. But I would agree with holding the Kremlin more accountable for their crimes.
