Keeping Lützerath was a political compromise. They wanted to close it sooner, but in a democracy you will never achieve the exact target for 100%. They achieved to close it after all, which would not have happened with any other party.

And I even think its for the best. The residents have moved away a long time ago and were well compensated. Those are all dead villages there.
