TIL the WW2 one ended in 1952. Description:

“Proclaiming That an Unlimited National Emergency Confronts This Country, Which Requires That Its Military, Naval, Air and Civilian Defenses Be Put on the Basis of Readiness to Repel Any and All Acts or Threats of Aggression Directed Toward Any Part of the Western Hemisphere”

Can any historians tell us why it took another 7 years?

The one in OPs post is Iran: “Blocking Iranian Government Property”

Probably because of the Soviets. Dividing up Germany was not without risk. Soviet tanks and American tanks were parked across the boarders from each other with rounds ready to fire.

An example is when Soviet tanks and troops marched into Czechoslovakia in 1948 I think it was, everyone in Europe got put back into a state of high alert.
