Aliya Rahman, a disabled U.S. citizen, testifies at a congressional forum examining DHS use of force.

Rahman says she was stuck in a Minneapolis traffic jam on the way to a medical appointment when an ICE agent yelled at her to move, then smashed her window. She says she told the agent she was disabled, but the agent replied “TOO LATE,” cut her seatbelt, and dragged her from the car. Rahman says she was never charged.

She also describes what she says she experienced in detention — including people chained together — and says she blacked out on the cell floor while others were afraid to speak up. DHS has disputed Rahman’s account in public statements after video of her arrest drew widespread attention.
