If he was just screwing over people in the west I doubt Russia would do shit about it.
And I don’t even mean ransomware. At some point you need to liquidate that bitcoin if you want to actually spend it. At which point you’re going to be dealing with the mob, corrupt Russian banks and tax officials. Everyone is going to want a bribe or a cut and that’s when you start getting the pressure from people who can actual fuck you.
Or have him ready to be shipped to the US as a boon to Trump as a sweetener for any peace talks. Although that’s not mutually exclusive with what you said.
