You’re forgetting that 22 is probably instant speed, which means ballista is dead before it can combo off. So white needs something else to win because strategically black is better with the extra rooks.

It depends on what kind of deck the white player has. If it’s cheap hate bears, stax, or board wipes (all the good things in mono white, in other words), then I think they have a solid shot
